One rough way to compare buying against renting in a given market is to weigh typical annual rent against typical sale price — a directional signal, not a precise return, since the property someone is selling is rarely the same one someone else is renting. Still, comparing that balance across governorates turns up a genuine surprise.

Among the governorates with enough data on both sides to compare, Idlib and Latakia currently show the strongest rent-to-price balance in the country — rents there hold up unusually well against purchase prices. Damascus and Tartus land in a similar middle position to each other despite very different price levels, and Homs sits a step below that.

Aleppo is the real outlier: despite carrying the highest typical sale price of any governorate, it shows the softest rent-to-price balance of the six. Its purchase prices have simply moved further than what current rents support — plausible in a large, in-demand city where buyer competition can outpace what tenants are willing or able to pay.

None of this is investment advice, and six governorates aren't the whole country — several others don't yet have enough data on both sides to compare reliably. But for anyone weighing buy-versus-rent as a purely financial question, it's worth knowing that the most expensive governorate to buy in isn't automatically the one where buying pays off fastest.
